What is completions management? A practical guide for industrial projects

Completions management is the discipline of proving — with structured, traceable evidence — that every system on a project has been built, inspected, tested and made ready for safe start-up and handover. Done well, it’s invisible. Done badly, it’s the reason a finished project can’t actually be handed over.

Completions in one sentence

If construction answers “did we build it?”, completions answers “can we prove it’s built right, tested, and safe to run?” It’s the bridge between construction and operations — the structured handover of an asset from the people who built it to the people who will run it.

What completions management actually covers

On an industrial project, completions management typically pulls together several moving parts into one system:

  • System & subsystem breakdown — dividing the plant into logical, commissionable systems so work can be completed and handed over in a controlled sequence.
  • Inspection & Test Records (ITRs) — the evidence that each component has been installed and tested correctly.
  • Quality & verification documents (QVDs) — the wider dossier of certificates, test packs and sign-offs.
  • Punch lists — tracked, categorised defects that must be cleared before or after handover.
  • Mechanical Completion (MC) & handover — the formal milestones where a system is declared complete and passed to commissioning, then to operations.
The goal isn’t paperwork. It’s a clean, traceable line from the field to a handover that survives scrutiny.

Why it matters more than teams expect

Completions is usually where schedule risk hides. The engineering can be sound and the construction complete, yet the project still can’t hand over — because the evidence is scattered, inconsistent or incomplete. That triggers a late scramble: re-walking systems, chasing missing records, rebuilding dossiers under pressure, and absorbing audit findings at the worst possible time.

Strong completions management removes that risk by building the system early and running it with discipline, so the data is clean and complete as you go — not reconstructed at the end.

Completions vs commissioning — what’s the difference?

They’re closely linked but distinct. Completions proves a system is built and inspected correctly (mechanical completion). Commissioning then brings that system to life — pre-commissioning checks, functional testing, and start-up through to energisation. Completions is the foundation commissioning stands on: you can’t safely start up a system you can’t prove is complete.

The role of a completions management system (CCMS)

A Completions and Commissioning Management System (CCMS) is the software backbone — platforms such as GoTechnology, WinPCS or Coreworx. It holds the system breakdown, ITR and QVD registers, punch lists and progress reporting in one place, and produces the digital handover dossier at the end. But a tool alone doesn’t deliver clean completions: it has to be configured correctly, populated with disciplined field data, and governed to a clear standard.
